When Mining Transforms Kanak Territoriality & Reciprocally

Nickel mining in New Caledonia constitutes a total social fact. It is the first source of revenue after social redistribution by the State. If the mobilization of the relation to the land continues to play a fundamental role in the political claims raised around the development of the mining industries, nature increasingly appears as a crucial reference in terms of identity. The polemics raised by the Goro-Nickel project found support in the rights of indigenous people promulgated by International Law, and manage to force the company to pay attention to the needs of the populations living in the proximity of mining projects. The strong development of industrial mining during the last 20 years not only contributed to transform the practices of Kanak territoriality : they also increased the visibility of the claims concerning the place to be granted to Kanak people in the practice of democracy in New Caledonia.]]>

Social sciences have studied for many decades the fusional relation Kanak people maintain with their ancestral land. But is it really accurate to talk about “territories”, in the Western definition of spaces structured, appropriated and limited by borders ? In the Kanak culture and languages, there is no word to designate territories according to this definition. From the pre-colonial period, when they were perceived as networks of places, paths and geosymbols, to the colonial times, where the Western administration attempted to transform them into reservations, Kanak territories have gone through major recompositions, which call for new concepts, like territoriality and territorialization.]]>

Beyond a tradition of electoral boycott, the Kanak youth looks away when voting time comes. Should this be interpreted as a form of rebellion, as democratic fatigue due to the constant pushing back of the date of the independence referendum, or as the sign of an entrance in “modernity”, in a mix of individualism and rejection of the politicians’ antics ? Reconquering this segment of the population is a crucial objective for the independentist movement. This can only be achieved by providing a credible project of society as well as new perspectives in terms of employment and “reconnection” to the land.]]>

New Caledonia is a heterogeneous territory haunted by disciplinary counter-spaces like the penal colony, the reservation and the mine. This article attempts to retrieve, through such heterotopias, that which modulates identities, in correlation with the land, through the insidious play of disciplinary and regulating norms. An ethnological approach of the “primitiveness” of the Kanak people fights prejudices by revisiting colonized identities. The Kanak is not contemporaneous of the European. This temporary asymmetry parallels a spatial asymmetry staged to dominate this unsubjugated people in order to portray it as savage and delinquent. This people and its territory do not need to be emancipated by modernization; they belong to the present and the past, like it or not.]]>

The individual produced by neoliberal governance ought to be identified as a “dividual”, set in tensions by a turbulence of heterogeneous tendencies, divided between them in his relation to himself. Because of the emergency and attentional overload to which he is exposed, intuition often substitutes for deliberate choice. Techniques of priming are addressed to such dividuals, in their attempt to restructure our behaviors along neoliberal injunctions. How can one identify immanent forms of counter-ontopower in such a situation? How can one help the emergence of a politics of dividualism?
